PHNOM PENH/BANGKOK — Thailand on Wednesday morning released 18 Cambodian soldiers who had been detained for 155 days, signaling a warming of bilateral relations after three weeks of cross-border fighting in spite of the Royal Thai Army’s accusations against Phnom Penh of airspace encroachment earlier this week.
